Faculty at NWA
The core faculty at NWA is selectively chosen by CWC and comprises of eminent CWES (Central Water Engineering Services-Group 'A') officers with an excellent academic record , long practical experience in Water Resources Development and Management and having good communication skills with aptitude for imparting training.
The core faculty is headed by a Chief Engineer and eight other faculty persons covering specialized subjects such as hydrology & water resources, irrigation, hydropower, socioeconomic & environmental aspects and systems Engg. The core faculty of NWA comprises of the Group 'A' officers of CWES cadre having adequate professional / field experience in water sector.
In addition to core faculty, the courses are supported by the guest faculty invited by the NWA . The guest faculty comprising of academicians and scientists of eminence from premier Research Centers and Universities in India, as well as practicing professionals and specialists drawn from other organizations / agencies/ depts/ NGOs including retd. Govt officers.

Yogesh Paithankar, Chief Engineer
Yogesh Paithankar joined Central Water Engineering Service (CWES-Gr 'A') in 1990 through Combined Engineering Services Examination conducted by UPSC. He obtained his B.E. degree in Mechanical Engineering from SGSITS, Indore in 1988. In his professional career in CWES, he has worked in various positions in Central Water Commission. During his 7 years tenure in Control Board Directorate, he was involved in construction & contract management of Bansagar and Rajghat Interstate Projects and was awarded merit certificate by Chairman, CWC.
During his 9 years tenure in Narmada Basin Organisation, Bhopal, he has gained varied experience in working in different capacity. As Executive Engineer, Narmada Division he was involved in Hydrological Observation and Flood Forecasting activities in Narmada Basin. As Deputy Director (M&A) was responsible for monitoring of major and medium irrigation projects for MP & Chhattisgarh state including those funded under AIBP, CADWM as well as appraisal of medium irrigation projects of MP and Chattisgarh. During this period a book titled "Water Resources Development in Madhya Pradesh" was brought out by CWC, NBO Bhopal. The book was declared as Land Mark Publication of CWC for the year 2003-04 and was awarded with Merit Certificate on the occasion of Water Resources Day 2004 which was received by him being the lead person in drafting.
During his two years tenure in Design (N&W) Gates (N&W) directorate in CWC, New Delhi he was involved in design of hydro-mechanical equipment. During this period he has handled the work of preparation of specification drawings of hydro-mechanical equipments of Loharinagpada and Tapovan Vishnugarh Hydroelectric project of NTPC.
During his tenure of about 10 years at Remote Sensing Directorate in Central Water Commission New Delhi, he has been instrumental in developing "India Water Resources Information System – INDIA-WRIS" in association with National Remote Sensing Centre under Indian Space Organisation. India-WRIS is a web enabled GIS based Water Resources Information System (www.india-wris.nrsc.gov.in) having 105 GIS layers giving integrated picture of India’s Water Resources. River Basin Atlas of India was brought out under this project which received lot of appreciation. The CWC was awarded CBIP award for 2015 for developing India-WRIS portal. ESRI India also awarded CWC with Special Achievement Award in GIS (SAG) in 2016 during their Annual User’s meet for development of India-WRIS portal.
As Member Secretary INCID from July 2008 till July 2012 was coordinating the work of Research & Development on behalf of Ministry of Water Resources in Irrigation & Drainage sector. Instrumental in successfully organizing 59th IEC meeting and 5th Asian Regional Conference of ICID held at New Delhi during December 2009 with a participation of 700 participants out of which 200 were from abroad.
For a brief period he was looking after the work of PMKSY as CE (PMO) in CWC headquarters. Since 6th August 2018 he has taken over as Chief Engineer, National Water Academy, Pune. He is working towards expanding the vision of NWA in terms of reach, visibility, coverage & depth of content of its all activities. He is making special efforts in providing training to International participants, especially trainees from African and SAARC countries and also to explore new areas in water sector where training can be imparted to, in line with national water policy and to meet local and regional requirements.

S.N. Pande, Director
Shri S N Pande completed his B. Tech in Civil Engineering from G.B. Pant University of Agriculture and Technology, Pantnagar. He attended M.E. ( Geotechnical Engineering) at University of Roorkee. He belongs to ESE 1993 batch of Central Water Engineering (Group ‘A’) Services. In his professional career in CWES, he has worked in various capacities in Central Water Commission and Ministry of Water Resources, River Development & Ganga Rejuvenation. During his initial years of service, as Assistant Director, he contributed towards multipurpose multi-reservoir simulation modeling studies for optimization of hydropower and trade off with conservation needs, irrigation supplies etc. using Mathematical models etc. Also contributed in various publications like "Real Time Integrated Operation of Reservoirs", "Drought - a Natural Disaster", "Reservoir simulation studies for Tipaimukh HE Project, June 2000" etc.
As Deputy Director he was involved in Integrated River Basin Planning & Management studies using advanced engineering/software tools e.g. simulation models, hydrologic models, database models, GIS etc. He also did various projects such as "A Demonstration Study on "Integrated River Basin Planning & Management of Sabarmati Basin of Gujarat State in India" using River Basin simulation Model "DSS RIBASIM" under the aegis of Hydrology Project phase–I ; Assessment of water use for food, People and Environment in Sabarmati Basin (Gujarat) and Brahmani Basin (Orissa) etc.
As Executive Engineer, he has worked in Sikkim Investigation Division, CWC & carried out survey and Investigation works of Hydropower Projects. He contributed in preparation of "DPR of Rangit Hydroelectric Project Stage IV, Sikkim", CWC. He also contributed in submission of Prefeasibility Report of of Rangit Stage II. He also worked as a Deputy Director in Instrumentation Directorate, CWC in D&R Wing .
As Director, he was involved in technical appraisal of cost estimate of flood control, water supply, and civil works of Hydroelectric Projects for consideration of TAC of MoWR and TEC of CEA, Ministry of Power respectively.
He worked as Senior Joint Commissioner in Ministry of Water Resources, RD&GR, where he dealt with International Matters in the Field of water Resources Sector with China and Bhutan and matters Related to Hydro-power Development in North eastern Region of India, Clearance of Detailed project Reports from International angle etc.
He joined as a Director (Designs) in National Water Academy, Pune in September 2018.

He worked in various capacities in Central Water Commission and has a 23 years of experience in different fields of Water sector. During his tenure as Assistant Executive Engineer/ Executive Engineer, he was actively involved in the implementation of National Hydrology Project (NHP)-I and II. He attended the “Training of Trainers (ToT) course “ under NHP and subsequently imparted many trainings to Engineers of Central/State agencies. During the year 2008, he lead the Indian side Team for the Indo-Bangladesh Joint Observation of Ganga at Hardinge Bridge, Bangladesh.
As a Superintending Engineer, Cauvery & Southern Rivers Circle, expansion of Hydro-Mateorological data collection network and initiation for Flood forecasting activities in the southern rivers basins has been done by him. As a Director, Beach Erosion Dte, CWC, Kochi, he played a key role in the framing of Memorandum of Understanding (MoU) and implementation of Coastal Management Information System (CMIS) in the States/U.T of Tamil Nadu, Kerala & Puduchery. During his tenure at Kochi, he also executed the works of Appraisal & Monitoring of Central sponsored projects under PMKSY-AIBP, CADWM and FMP of State of Kerala.

Sidhartha Mitra, Director, National Water Academy is a 2002 batch CWES Officer. He had joined as Assistant Director at CWC Headquarter, New Delhi in September 2004 and was posted in Central Electricity Authority. He was posted in Thermal Civil Design Division, CEA till June 2015 before being transferred to NWA Pune as Deputy Director (Hydro Power). He was promoted as Director in NWA on June 2016.

He has participated in a semester course on "Analysis & Design of Underground Structures" and a semester course on "Water Power Engineering" from IIT Delhi under Foundation for Innovation and Technology Transfer (FITT) in 2012..
He has worked as Assistant Director in Design & Research wing of Central Water Commission at New Delhi HQs for five years. He has mainly been associated with design of various civil structures of Tapovan Vishnugad HEP and Lahori Nagpala HEP in Uttarakhand state. His contribution consists in design, planning and preparation of construction stage drawings of Intake structure, Desilting chamber, Silt flushing Tunnel, Head race tunnel, Surge shaft, Pressure shaft, Power house, Transformer hall, Pothead yard, Tail race tunnel and other civil structure of both the projects.
Later he served as Executive Engineer in NEID-3, CWC, Itanagar, Arunachal Pradesh division from June 2013 to May 2017. During this he has been instrumental in survey & investigation of water resources projects in Arunachal Pradesh, Assam & Jharkhand states. Also he gained experience in preparation of Detailed Project report of water resource projects along with carrying out Morphological studies of Mahananda, Pagladia & Subansiri rivers in Assam and West Bengal. He spearheaded the task of establishment of 10 nos telemetry based Snow Gauging & meteorological Station (SG&MS) sites in remote and high altitude areas of Arunachal Pradesh.
His specializations are in various activities associated with Survey & Investigation /DPR preparation as well as in design of various civil structures of hydro power projects.

He has also associated with rolling out of PFMS, floating of e-tenders/NIQs in the capacity of DDO.
